Quick answer

Regulation (EU) 2024/886 requires every payment service provider in the euro area that offers regular credit transfers to also offer instant credit transfers (10 seconds, 24/7/365) without charging more than for a regular one. Banks are already bound — receiving since January 9, 2025 and sending with verification of payee since October 9, 2025 — and payment institutions and EMIs must offer them by April 9, 2027 at the latest.

Regulation 2024/886 milestones: what it requires and when

The Regulation entered into force on April 8, 2024 and rolls out its obligations in phases. Here is the picture for institutions in the euro area.

Date Obligation Who it applies to
January 9, 2025 Receive instant credit transfers · price parity (an instant transfer cannot cost more than a regular one) · new sanctions screening model: daily verification of customers against lists, instead of transaction-by-transaction screening. Euro area credit institutions that offer credit transfers.
April 9, 2025 Transposition of the reforms that allow PIs and EMIs to participate directly in designated payment systems (settlement finality), on terms comparable to banks. Member States · opens the door to PIs/EMIs.
October 9, 2025 Send instant credit transfers · verification of payee (VoP): check the name against the IBAN before execution and flag any discrepancy, for both instant and regular transfers. Euro area credit institutions.
April 9, 2027 Payment institutions and EMIs: obligation to offer instant credit transfers, to the same standard (VoP, price parity, 24/7 availability). PIs and EMIs that offer credit transfers.
2027 (non-euro) Deferred timeline for PSPs in Member States whose currency is not the euro (receiving and sending phased in during 2027). PSPs outside the euro area.

Regulation (EU) 2024/886, amending SEPA Regulation 260/2012, Regulation 2021/1230 and Directives 98/26/EC and (EU) 2015/2366. Dates verified as of July 2026.

VoP: the end of the “blind spot” in credit transfers

Since October 2025, before a credit transfer is executed, the payee’s name must be checked against the IBAN holder — and the payer must be warned if they do not match.

1

How it works

The payer’s PSP queries the payee’s PSP: match, close match or no match between name and IBAN. The result is shown before the order is authorized.

2

Which fraud it targets

Impersonation and manipulation fraud (altered invoices, “man-in-the-middle”, CEO fraud): the payer sees the discrepancy before sending the money.

3

Liability

If the PSP does not offer verification and the user suffers a loss as a result, the Regulation shifts liability to the non-compliant provider.

4

Implementation in practice

It requires joining an interbank verification scheme, integrating the check into your channels and deciding how to handle close matches. It is not just a technical build: it is product and risk policy.

The 6 implementation workstreams

1

24/7 capacity in 10 seconds

Process, credit and confirm within ten seconds, every day of the year — with infrastructure and providers sized for it.

2

Price parity

Review your pricing: an instant credit transfer cannot be priced above the equivalent regular transfer.

3

Daily sanctions screening

Replace transaction-by-transaction screening with daily verification of your entire customer base against EU lists — and document it.

4

Verification of payee

Joining the scheme, integration into your channels, user messages and a discrepancy policy.

5

Fraud management and limits

Customer-configurable limits, enhanced monitoring and immediate response procedures: in 10 seconds there is no going back.

6

Contracts and resilience

Review contracts with processors and banks, and fit the new operations into the DORA framework (continuity, incidents, critical third parties).

Your date is April 9, 2027 — and it will come sooner than you think

The Regulation gives you more time than banks, but it also opens a historic door: direct access to payment systems.

1

The obligation

If your payment institution or EMI offers credit transfers, from April 9, 2027 it must also offer them as instant transfers, with VoP, price parity and full availability.

Practical takeaway: between choosing a provider, signing up to a scheme, developing, testing and rolling out, a serious project takes 9–12 months. 2026 is the year to decide.
2

The opportunity

Since April 2025, the settlement finality reforms have allowed PIs and EMIs to participate directly in designated payment systems — without always depending on a sponsor bank.

Practical takeaway: direct access reduces dependency and cost per transaction, but it comes with additional risk management requirements. It is a strategic decision worth analyzing now.

Instant payments: common questions

What is the Instant Payments Regulation?

It is Regulation (EU) 2024/886, which amends the SEPA Regulation to make instant credit transfers in euro mandatory: every PSP that offers regular credit transfers must also offer instant ones, processed in about 10 seconds, available 24/7 and at no higher cost than a regular one.

Since when has it been mandatory?

In phases: euro area banks have had to receive instant transfers since January 9, 2025 and to send them — with verification of payee — since October 9, 2025. Payment institutions and EMIs have until April 9, 2027.

What is verification of payee (VoP)?

A mandatory service that checks the payee’s name against the actual holder of the IBAN before the credit transfer is executed and warns the payer if they do not match. It directly targets impersonation and manipulated-invoice fraud, and it applies to both instant and regular credit transfers.

Can I charge more for an instant credit transfer?

No. Since January 2025, price parity has applied: an instant transfer cannot cost more than the equivalent regular credit transfer. The “urgency” revenue model disappears.

How does sanctions screening change?

Transaction-by-transaction screening is replaced by daily verification of all your customers against EU sanctions lists (and after every list update). It is a change in compliance architecture, not a minor adjustment.

Does it apply to my payment institution or EMI?

Yes, if you offer credit transfers: your deadline is April 9, 2027. In addition, since 2025 you have been able to apply for direct participation in designated payment systems, something previously reserved de facto for banks.

What happens if I miss the deadline?

Non-compliance exposes you to penalties and to liability toward users (especially if you do not offer verification of payee). And there is a direct commercial risk: providers that do not offer instant transfers will compete at a clear disadvantage.

Complying with the Instant Payments Regulation: compliance with fixed deadlines

Unlike other payments legislation, Regulation (EU) 2024/886 leaves no room for interpretation about the “when”: every obligation has a date. Banks are already living with it — receiving and price parity since January 2025, sending and verification of payee since October 2025 — and payment institutions and EMIs have their milestone on April 9, 2027.

Not (just) a technical project

Implementation touches pricing (parity), product (channels and VoP messages), compliance (daily sanctions screening), risk (fraud in 10 seconds, limits), contracts (processors, banks, schemes) and resilience (DORA). Our role is to put that map in order: what applies to you, which contracts need to change, which policies need rewriting and how to evidence it to the supervisor.

The flip side: the opportunity for PIs and EMIs

The same package reformed the settlement finality rules to allow PIs and EMIs direct participation in designated payment systems. For many institutions, 2026 is the year to decide whether to take that leap — less dependence on banks, more requirements — before the 2027 obligation reaches them.
